RSW TEP ADVISORY #14: Pedestrian Bridge/Crosswalk Changes Between Terminal and Parking Garage

The Lee County Port Authority is continuing work on terminal roadway improvements as part of the Terminal Expansion Project Phase 2 at Southwest Florida International Airport (RSW). On Tuesday, March 10, 2026, Pedestrian Bridge/Crosswalk 2, which has been out of service, and Crosswalk 6 will open, and Pedestrian Bridge/Crosswalk 5 and Crosswalk 1 will close.

About the Tall Structures Program and Permitting

Flight procedures and airspace around airports are protected by what is known as “imaginary surfaces” that extend outward and upward from airport runways at varying angles or slopes. When proposed development, natural growth/formations or temporary objects penetrate these surfaces, the potential of compromising safety and utility is present.

To that end, Lee County established a notification requirement for all stakeholders (developers, crane operators, construction contractors, etc.) to acquire a permit when a proposed object, permanent or temporary, penetrates the notification surface. The notification surface is a two-dimensional plane typically referred to as the “125-to-1” since it extends upward at a ratio of 125:1 (125-feet horizontally for every 1-vertical foot) from each edge of the runway pavement. The Airport Obstruction Zone also includes the area within a one-half mile radius from the Airport Surface Radar.

Application Process

Based on your project parameters, LCPA will determine what tier of permit will be required for your project (Tier 1 or Tier 2) and give you further directions. Information about each tier can be found below.

Tier 1 – The proposed project does not exceed federal notification criteria contained in Federal Aviation Regulations (FAR) Part 77.

Tier 2 – The proposed structure exceeds federal notification criteria contained in Federal Aviation Regulations (FAR) Part 77.

RSW and FMY: Critical Aviation Infrastructure for Southwest Florida

The integrity of their effectiveness, efficiency and, most of all, margin of safety, is ensured by protecting the airspace and flight procedures surrounding these airports. This is accomplished by a joint urban/airport planning effort between Lee County, the city of Fort Myers and the Lee County Port Authority (LCPA). In order for RSW and FMY to provide the highest level of utility for the region and to protect aircraft and the flying public, a Tall Structures Permitting Program has been established in compliance with Federal Aviation Regulations (FARs) and state statutes.
